With a major push for building sustainability and energy efficiency across Victoria, most councils are requiring developers to submit Sustainable Design Assessment reports (SDA reports) with their application to show that development is adhering to the latest Sustainable Design requirements.

BESS Reports

The Built Environment Sustainability Scorecard (BESS) is an evaluation device that is designed to supplement and SDA. BESS is becoming the Victorian equivalent of BASIX in New South Wales as more local councils start to require ESD assessments. There are already 30 councils in Victoria which can be implementing BESS with greater Victorian councils predicted to comply with.

This tool goals to help builders, clients and developers in showing how a proposed development design meets sustainable design benchmarks and requirements.

It is useful for below structures:

  • Single & Double Storey Houses
  • Townhouses Projects
  • Apartments and other developments

The results of the BESS assessment, along with a STORM or MUSIC assessment, and other recommended assessments, can be incorporated into an ESD report which addresses the 10 key sustainable design criteria which the SDAPP program requires town planning applicants to address. These are same as SDA & SMP Reports.

The SDAPP framework acknowledges that the scale of a project has a bearing on the level of information and the types of sustainability initiatives that can be incorporated in a project. To address this, two assessment methodologies have been developed to target different sized projects. These are both in the form of ESD Reports and are known as:

Sustainable Design Assessment (SDA)

ESD / Sustainability Management Plan (ESDMP or SMP)

The level of sustainable design information required for submission with a planning application will depend on the scale of development, with information increasing with the complexity and scale of the development.
